i got a 95 eg with a d15 (not jdm just straight up 1.5 single cam non vtec in it). I've already did a complete tune up (plugs, wires, cap and rotor) helped a little bit but still failed. would appreciate any input thanks

NoPPM is affected by:

Timing

Make sure ignition timing can be adjusted to center specs. Also you might want to make sure that cam/crank/timing belt timing is on if you've not owned this car long enough to have passed emissions last year. If recent t-belt has been done double check that everything lines up at TDC.

Cooling system

Make sure t-stat opens (lower hose gets hot with temp guage just below 1/2) and that cooling fan works and cycles on its own as it should.

Catalytic convertor

No way for you to test this really. If the other two items check fine then it's safe to say you need a new convertor.

Lastly EGR system has the largest affect on NoPPM readings on Hondas, but unless you've got a VX then you don't even have an EGR system to worry about.

One can google for causes of high NOx and get much of the following advice consistently, assuming no EGR system, which you do not have unless your engine is a VX, like the other person said:

Timing too advanced. Try retarding it, but still within spec.

Engine not warmed up enough prior to emissions test. Drive at least half an hour at highway speeds before going for the test.

Carbon buildup in engine. Do an Italian tuneup: Drive the car up the steepest, longest hill you can find at the highest speed you think it can handle. The Car Talk guys say this should not be necessary on fuel injected cars, but...

New catalytic converter needed. You can buy a Magnaflow one on Amazon and the like for around $100 for your 95. Pretty easy to change.

You might also try taking off the distributor housing and wiping out all the oil and dust buildup. The three engine computer timing yada sensors in it get crud on them and I theorize mess up timing somewhat. Blow out the housing with compressed air, too.

Did you use OEM parts for the dizzy cap, rotor, plugs, and wires? If not, this could make a difference. It's the one area where OEM pays for itself.
