Default HID lighting Issue

Short and Sweet Below-

The Full Scoop: Ok i go an HID kit of ebay last week, Its xenocron brand, i know many ppl who have this with no problems so please dont hate. So today i noticed my lights appeared to be flickering on the vehicle in front of me at a stoplight, checked them at the gasstation (in daylight) and i couldnt even tell the were on. So when i got home i checked my connections and the positive was loose on drivers side tightened it back in, flicked my lgihts back on only to find both lights flashing like strobe lights. Figured thats what i get for buying cheap kits oh well right... wrong . I Plugged some stock headlights only to find neither work, tried 6 different bulbs ( had a lot laying around) and still nothing. Checked both fuses under dash with test light. both are good, Checked Lights Relay in engine fuse box, Good too (changed it anyways since i had an extra) Even used testlight to check connectors that plug into stock headlights, positive and ground are working all the way through. Figured what the hell lets see what the HIDS do hooked up to High Beams and BINGO they worked. Someone pleae tell me what the problem could be?

Short And Sweet - Low beams dont work, tested diff bulbs, chaged lights relay in engie fuse box, checked fuses under dash, checked grounds and positive on headlight connector plug and power is going to both but no lights work when plugged into the connectors except Highs. HIDS are plugged into highs now and working this way. Help PLEase
