Default 94 civic hatch Fan/ cooling problem

I have a 94 civic hatchback and my fans wont turn on my cooling fan and my a/c fan. i wired them direct to see if the motors work and they do.

What sensor might be at fault? coolant temp sensor not working?

I did check the fuses and i noticed condensor fuse was blown so i changed it and turned on a/c and the fuse broke right away. could it be a relay stuck? and if so where can it be located.

Any help would be very much appreciated. Thanks

maybe a short blowing the fuse. not sure though
