Default Turned timing belt clockwise, loose automatic tensioner!!!

I just changed the timing belt and water pump a year ago I just changed the cylinder head gasket, removing the exhaust manifold and intake manifold and putting support on the oil pan. I make sure I put the #1 piston on top dead center and aligned the groove and timing belt drive pulley to the pointer on the oil pump. I accidently rotated the crankshaft counterclockwise resulting on loosening the belt tensioner.
I would like to know how I can tighten the timing belt without removing the cover and removing the crankshaft bolt. I'll just loosen the adjusting bolt 180 degrees, but tightening it won't tighten the belt??? It has to much play and loosening...

Any help would be appreciated???
