Default HELP car has a hard time staying running after start-up

Whenever I cold start my car (like the first time to start of the day), no matter the temp outside, it has a hard time reving up and idling. I have to sit and give it gas for awhile until it can idle by itself without dying. It sounds like to me that it's misfiring on all cylinders when it first starts up. It runs REALLY rich too, you can smell it bad.

After it starts up and stays running, it runs good. Until it's warmed up all the way then it idles between 1000 and 1500 rpms back and fourth.

I was told it could be my TPS and that I need to check it with a voltimeter.

I was also thinking that it could be a vacuum leak but I don't even know where to start with that, I know how to test it and all.

btw, it's a 99 Civic with a D16Z6 running off a stock p28

Please Help
