What are your doing with the car? road race, autoX, daily driver, drag, rally, weekend warrior?
What type of mods do you have now? What are you planning for the future?
If its stock just leave the stock ECU and call it a day. Honda designed them to run the engines pretty well.

^^^ hahahaha killed it.. jdm b16 stock with ems sounds like a waste of cash flow that could go towards something more useful.. i wonder where all the Hondata freaks are, wait they probably opend the thread and thought, jdm b16 "dreamer"...
Well first thing is first since I'm guessing that your running OBD0 you will have to convert to OBD1 for Hondata. If you have no modds I/H/E then a re-chipped ecu or ems is not really going to net you any real power gains. The factory ecu setting for a B16 is pretty good for a stock setup. My best recomendations for you is to get an intake, header and maybe an exhaust and call it good. All ebay chips are junk so don't touch them.
Now since some of the jdm ECU's have a factory speed governor than yes I could see you wasting your money on an ecu if your maxing out at ~112mph(AT THE TRACK!!)
From my experience the real Spoon Sports ecu works ok and the Mugen chipped was eh...the last thing that you want is to over rev the stock motor. just because you can rev it past 8k does not mean that it's making power

Where did you get the chipped ECU from? & Do you know what type of chip it is?
If you have a chipped ECU you should take it to a local tuner and see if they can tune it for you.

What type of cams are you using? Chances are you are running a basemap which will always be rich to be on the safe side of the tune. Chances are a good street tune would clear up all your problems with fuel consumption. Dyno time is preferable if you can afford it.
