Illumina Leaking?

Default Illumina Leaking?

Ok. when I looked at my rear illumina there is some sort of black oil on the part where you can adjust it. red ****

Now does this mean that this shock is leaking and needed to be fixed? from what I understand is when you have a blown shock that side of the car will be lowered and you don't have any dampening.

The thing is I don't have either.
