cheap hp gains
With limited funds you can really only gain a few hp. cai's can be bought quite cheap through ebay etc and with the addition of a k&n or aem type filter you may gain a couple of hp. Heaps of ideas can be found on the following link:

cheap? How bout free? Remove your ps belt and get an alternator for a 92 prelude S WITHOUT a/c to pick up a few extra horsepower. Ebay catback and an intake (personally do not like ebay intakes, but like the exhausts, wierd I know, but i've got my reasons) are good additions followed by a decent header (definition of decent depends on what engine you have) and follow that with a tune and you'll be good.

With or without AC uses the same alternator, just a different belt. Removing the AC belt won't gain you any power, however, removing the AC components will shed a few pounds and effectively make the car "faster." Similarly, removing the PS belt won't gain you much power, but moving to a manual steering setup will save weight. Tuning an I/H/E motor is next to a waste of money. Save up and get some head work and cams before you tune

That's why I used the modifier "next to" because there are a few cases where it can help, but 9 out of 10, not needed

im not sure if this is what you meant, but removing just the PS belt does increase WHP output because there is less parasitic drag on the crank. manual steering would be the best though because simply removing the pump does make it considerably harder to steer.
as for tuning a stock motor, i would argue that the gains attributed from a tune wouldn't be a waste of money. the reason being that the gains you get will be throughout the powerband, peak will probably be somewhat the same but the gains through the early and midrange of the powerband are undenyable

oh yeah and i forgot to add, im not sure if theyre still being made but don't preludes have a gearset that can be bought made by MFactory? that will definately be a good bangforbuck mod, combine that with a clutch and a lightweight flywheel and you have a really fun/zippy DD.
and yeah nos is the cheapest bang/buck gain in terms of power to start, but you'll probably have to factor in refill costs. dunno how much that is though since i haven't messed with happy gas.
