So my sister has a 95 accord lx and the clear coat is peeling bad. How can I remove the clear coat WITHOUT sanding. I would prefer to keep the paint so the car at least looks decent.

Anything that will chemically attack the Clear Coat will (unfortunately) attack the Color Coat as well.
You've all but eliminated sanding as an option but,.....
All that is left is High Pressure Water. Some of the mid 90's Domestic Cars were loosing clear coat so badly that we could actually blast some of it off with a high pressure washer.
You do NOT have the same condition.

I'm of the firm belief that you will find yourself ultimately sanding and repainting.

use 400 wet and it should take off the clear. then use 1500 wet and it will take out all the scratched. there is no way to take clear off w/o out sanding. sorry man.

 

forgive my ignorance, is 400 wet a type of sand paper??

 

yup wat he meant by 400 and 1500 wet, was 400grit or 1500grit wet sandpaper, which is meant to sand wet using water

I'm new to this, so are you guys sure that 400 grit won't sand the paint off?

 

If possible could someone explain the process step by step how to sand off the clear coat?

For example, how do I wet the sandpaper, when sandind, would I use a circular motion? How hard do I press when sandind??

what are you trying to accomplish, doing things wrong and backwards ? your not gonna get clear off without sanding unless like mentioned, its just flaking off. Even if you get it off without sanding,what are you gonna do then ? Leave it ? then whatever panel your repairing is sure to be ruined. Paint isnt a water barrier so possible damage to the panel from rust is inevitable. your still gonna need to sand if you plan on repairing a panel. Material wont stick if the underlying surface hasnt been sanded. If the clear is peeling,the only proper way to do it, is to sand everything down and repaint and clear. Just face that fact. If you try to spray clear over old *** paint thats been weathered and beaten and hasnt been sanded, your just gonna have this problem again. And if youve nevered sanded basecoat, your almost guaranteed to go through it the first time you start sanding,and then guess what your screwed again. Maybe i just dont see the point in taking off clearcoat so its just the color thats on there. Its gonna look like crap either way so might as well leave it and save yourself the hassle.

 

^^Impatient is right, just wait until your ready to paint the whole car before you go sanding it cause it's going to look crappy either way.

appreciate the advice, just trying to make the car more aesthetically pleasing. I figured the car could look less like crap by taking off the clear coat.
