99 Civic EX Lights Flickering not holding charge -Not the Battery/Alternator/Grounds?

Default 99 Civic EX Lights Flickering not holding charge -Not the Battery/Alternator/Grounds?

My lights strobe and flicker, sometimes the SRS lights up then goes off.
The battery is not getting charged only 12v when running, the battery is brand new and the alternator(remufactured autozone) as well. I took back the battery and alternator to autozone TWICE on both and they tested ok.
I replaced all the grounds and checked all other connections in the light swith and on the lights.
Does the ECU unit regulate the alternator, tell it to kick in and how much to kick?
Also the cluster on the dash is going crazy mostly the speed, i done replaced the speed sensor, and I had one mechanic say the ECU was sending the signal to the culster. I also replaced both 02 sensors. Also the air fuel control moduel.
And replaced the cat convetor. I think the **** ECU is giving me all these repairs.
Could have bought three chevys two buicks and a dodge by now, so anyone who knows of the same problems and found a solution please let me know, and thanks in advance

I did find the part of ecu controls the amp output

i had same problem last year with my 97 civic LX...replacing the engine bay fuse box and alternator fixed the problem been riding a year no problems ^.^ i found my fuse box for 25$ shipped....went to advance auto parts after alternator was pulled and it was testing fine but i swapped it anyways...hope this helps

There is a service bulletin from Honda about this very problem.

Check the alternator fuse in your under dash fuse box - the number 15 7.5amp fuse will almost guarantted be blown.

The bulletin details a specific area of the engine harness that gets rubbed through against the intake manifold support bracket. This affect the alternator output, vehicle speed sensor, oxygen sensors, throws an ELD code sometimes, etc.

I'm trying to find a picture that shows/details the actual bulletin as it is from Honda. I've got it here in front of me on All Data but there is no way to save the pic and host/post it.

A Google search of "Honda service bulletin 99-029" yielded some .pdf files.
