Default no power

so i just picked up a 91 EF hatch with a B16/YS1 swap. the swap was a definite hack job, wires just twisted together and taped up and what not. anyways, the motor runs decent idles ok and doesent smoke/leak. only problem is that the car doesent pull like it should. Vtec works and it doesent detonate or anything it just has no power. a friend and i buttoned up some vacuum leaks and that helped alot but it still feels down on power. my only real clue is that the plugs say the car is running extremely lean. i put new plugs in yesterday and by today they were completely white. it has a FP gauge on the filter under the hood which reads 30 psi at ilde, i unplugged the factory FPR and it went up to 40 PSI. mods on the car as i was told are JDM B16/YS1 tranny, type R intake, ported head, AEM fuel rail, catback and intake. the car is running using a OBD0 chipped B18 ecu. its showing no check engine lights. im thinking that the problem is the lean condition. so what do you guys recommend i do? any place that i can get an adjustable FPR? im new to honda stuff so i dont really know where to look. thanks for the help.

well if its running lean then its not getting enough fuel...perhaps make sure the fuel line isn't clogged or anything like that

im going to be changing the fuel filter on friday after work and a buddies thats a dealer tech suggested checking the timing, perhaps they jumped it a tooth on the sprockets when the put the head back on after porting. i have the service manual for the motor and dipshit didnt put the timing belt cover on either so i should be able to figure that out. maybe ill buy some adjustable cam gears while im at it.

im pretty sure i found the problem (s). 1. the throttle body cable was all dicked up and was only opening about25% at full throttle. i cant seem to get it to idle normally and open all the way. also 2. the timing marks dont line up on the cam sprockets. the "up" marks match up but under a timing light the marks dont match. the front one is one down and the back is one up from center. i cant get a read on the crank marks because the timing belt cover is gone. i tried taking the belt off but the tensioner is really tight and wont cime off. anyone got any tips on fixing the timing. thanks.
