Surging Idle! 1998 GSR w/ Skunk2 Intake Mani - Checked IACV, FITV etc.

SCROLL DOWN A BIT - ADDED PICTURE TO MAYBE HELP GET AN ANSWER
My 1998 GSR, i have been having a surging idle problem since i put it together.
My idle is at 1.5, i haven't adjusted it yet because my surging problem.
The surge is going from 1.8k(2.0k)rpms, and drops down to 1k(1.2k)rpms.
While i am driving and have it in neutral, it surges, and SOMETIMES (keyword "sometimes") when i am just sitting still it will stop surging and just idle at the 1.5k.
So while i am rolling it surges and sometimes while not moving it stops.
I checked the threads and all for surging idle problems, and i eliminated most of the possibilities.
SETUP:
1998 GSR
OBD1 Throttle Body w/ FITV
Skunk2 Intake Manifold (Single Stage)
CHECKED/CLEANED/REPLACED/BYPASS:
IACV #1 = Checked - Cleaned - (no change) - Replaced
IACV #2 = Checked - Cleaned - (no change)
FITV #1 = Checked - Cleaned - (no change) - Bypassed - (no change)
Vacuum Lines = Checked - Replaced ALL
What i am thinking now, since none of thee above helped out my situation is that i just have my vacuum lines hooked up incorrectly.
I tried hooking up the vacuum lines according to how the DIY install forums tell you to. If anyone can help me out with what this problem can be i would deeply appreciate it. If also, can someone help me figure out IF it is the vacuum lines, how to make sure what goes where and possibly tell me in more depth on what is wrong etc. I just need some help.

I would really like someone to give me their opinion on the matter. I have off work tomorrow and i wish to get this problem fixed while i have the free time.
sounds like you still have a leak.. Check the evap canister and see if that one line that nothing is connected to is pulling air. I have mine hooked up the same as the diagram with the 2 way switch in between the evap cannister and the back port on the intake. if all else fails get a can of brake cleaner and spray around and when you hit a leak the rpms will drop.

--- I have 2 vacuums open on my canister. Only 1 line is hooked up. I didn't think the evap canister would have anything to do with my idle issue because that's just for better emissions. I will test it out though. Idk what else to do.
Wouldn't the RPMs raise? If the fluid im spraying gets sucked in? (I would be using Carb Cleaner)

buy some starter fluid and spray it all over your intake manifold and look for the leak, thats what i did, it turns out my bottom intake manifold bolts werent tight so it leaked. fixed my idle right away. (also put gasket maker/sealant/honda bond around the ports before you put the intake manfold on)

--- EDIT: I checked it tonight. I was spraying all around the intake and vacuum lines. Nothing... Sprayed my TB... BADA BING! Idle changed dramatically when i shot the front of it. So i got a new TB gasket, and hopefully that fixes everything.

the throttle body gasket probably got broken from when you removed it off the old manifold or it was installed backwards or something. i've done that before...goodluck a new one should fix the problem.

I switched the gasket today. I plugged the tps and map sensors into the wrong connectors. It actually took my idle down to 1k... I would give it gas and then it would want to stall out.
So i put the sensors back on to where they were supposed to be after noticing i messed up on that.
I started the car back up and then my idle was @ 2.5k and no surge.
I am thinking the surge went away though because the idle was so high.
I was really confused when putting on the tb gasket. I got a gasket for my 98 gsr, and the tb i have is from obd1 gsr.
so...
way 1: This way it would cover all the little holes and vacuum on the top of the tb and leave the bottom section where the fitv is open. It still has sealed the tb but it left the "groove" open and still seems to suck in from the outside.
way 2: It wouldn't cover the little holes on the top of the tb and it was partially cover the fitv section on the bottom.

Forgot to update this.
I bought a new TB gasket, but i forgot i had a obd1 tb on. So i put a new obd2 tb gasket on and idle surge didn't go away. I ordered a obd1 tb gasket and surge went away!!!!
it is now uber cold out and now the surging is back! frick... gonna check it out and see if i got a leaks omewehre else. this is annoying.
