91 Accord won't rev above 3300 rpm
I have a 1991 Accord that suddenly stopped revving above 3300 rpms. It acts like it has some sort of governor on it. It runs great up to that point but then it just starts acting funny. Since it started happening, it has also used more gas than normal.
Any ideas?

I checked for codes and none came up.
It all started immediately after I left a window open during a hurricane. I don't know if that had anything to do with it or if it was just a coincidence. The car also started operating normally for a couple of days and then suddenly returned to the problem.

the accord is in limp mode. soemthing went wrong and the ecu goes into a program that trys to keep the engine from running to hard. hence why its called limp mode. do this. open ur hood disconnect the battery for five minutes and re-connect. this resets the ecu. chances are itl run fine.
If this will exibit this no-load, try pulling the converter off and see if the element collapsed. A blocked exhaust will cause this too.
However, the immediate condition after a rain storm kinda throws that theory out the window..... It may revolve around what got wet (and how badly)
Is this still an intermittant condition or is it all the time now?

Well, the hurricane went through about a month ago, and it did it for 3 weeks, stopped for a couple of days, and has now returned to doing it for about a week. I tried resetting the ECU, but that didn't work. I did drive through water high enough to get into the exhaust. Would that cause the exhaust to get clogged? I will have to check the converter. That is the catalytic converter right?

Yes, I'm refering to the Catalytic Converter.
Converters can fail from several senarios
Overheating (Super rich mixstures)
and yes
Thermal Shock (hot converter submerged in cold water)
A meltdown will literally give you a blob of element material which will block flow.
Thermal shock will often lead to the element cracking apart with the resulting chunks bouncing around; and yes they can from time to time cause intermittant problems.

does the light actually work? I have run into two different cars that the bulb was pulled so you wouldn't know that you have a CEL. When you cycle the key forward the light should come on!
does it bounce just like the revlimiter at 6500?
my car unfortunatly is doing the same thing.

Yeah, the light works but it doesn't show any codes. That is exactly what it does. It bounces around just as if it were at 6500 rpms.
I am also only getting 17 mpg wheras before I was getting 26.

so whats your fuel filter theory it only clogs up at 3k rpm. highly unlikely.. have the ecu checked out and see if any codes just becuase light is not on doesnt mean theres a code
how are you getting this number? its near impossible unless you sat there and reved it at 6k rpms and didnt drive anywhere
, i double the size of the injectors and programed the ecu to dump more fuel in for my turbo application and only went from 25 to 19-20mpg.

I have no idea why I am getting such terrible gas mileage. It doesn't make any sense to me. What would cause it? It does smell of gas outside the car when it is running, but I can't find a leak anywhere.
yah i was going to mention that check for leaks man, fuel rails, injectors, around fuel filter, fuel lines, etc. gas is pretty much clear so its hard to see the leak. smeel around where the smell is strongest
