USDM '90 Civic => JDM EF9
Who knows exactly what front bulkhead is used for the conversion to EF9 - minus the t-bar?
I’ve heard there’s a difference and you need to use the ’89 headlamp bucket for the EF9 headlamps. So this leads me to believe there might be a difference for the front bulkhead between the two years…

So, I'll just answer my own question...
You may use either.
Why? Well if you look at the part numbers for the two years they are the same - not the assembly, but the headlamp area. So I'll assume that since they're the same - and you only need to change the t-bar then - one would be safe using either for the EF9 front end...

I've heard of people doing this, but you have to be crazy precise when lining her up
you can do it with out the t-bar, but you just need to play around with the fitment of the hood /head light and front bumper. i done my with out the fender and the t bar look ok but not perfect line up but look damm good.
As of right now the car doesn't have a front bulkhead on it so it's not going to be that bad...
