OBC code fault p0703 on Civic cx 98

Default OBC code fault p0703 on Civic cx 98

got the check engine light on and a reading on the OBC.
honda civic cx 2 doors hachback, auto trans, 1998 and only 55000 miles on it.

code fault is p0700 auto transmission fault-p0703 malfunction in electrical circuit for torque converter brake switch "B" .

I stopped at one shop (and left almost right away) and was told by mechanic who just looked (as in "look at the sceenery, from far away) at the car that tranny was shot = 1300 smaker to rebuild.

now looking for a knowledgeable person;
is that "switch" inside or outside of the tranny?
does it really take over a $1000 to "fix" it?
could a DIY kind of guy tackle that task with just regular tools?
I am not an expert but have in the old days taken a few engines (pre-computer era) appart and back together AND managed to make it home with said cars.

I am planning to stop at the dealer over the next few days but never had a great feeling about them.
