Define 'fully built gsr' if by 'fully built gsr' you mean higher CR pistons, light weight crank and rods, port and polished head, aftermarket cams, ported IM and TB, bolt ons, aftermarket fule system, etc, tuned.
Then hell yeah a 'fully built gsr' is better.
