non-working RPM, it's not been working for more than 3yrs.
does anyone know what might have caused the RPM to stopped working?
ive checked everything possible that could've let to, but i couldnt find anything.

If the ecm isn't throwing a code (DTC), I would suspect either the tach unit itself, or a dash wiring issue.
Unless someone prior has been futzing around under your dash (alarm installer etc) I would (again) suspect the tach unit itself.
The easiest course of action is to repalce the cluster assembly itself (Pretty cheap on EBay when you can find them)

Like P_Adams said, the replacement of the entire cluster is probably your best bet. I had to do that with mine because my gas gauge stopped working years ago. I ended up getting creative and bought the cluster from a 99 Acura CL coupe instead, for the most part its a direct fit!
