Hi ive got a 99 si and the idle gets stuck usually between 1000-3k rpms , ifinally figured that the throttle valve dosnt shut all the way and gets stuck(only when im driving) , but ive already cleaned it out and lubed it and it still gets stuck in the closed position or i can just click it back to closed position (when its off), what can i do to make it smooth?

 

maybe the throttle cable is to tight?

 

i forgot to mention that i took the TB off and and it still gets stuck and cant even move it will my hand sometimes when its in its closed stuck position.
