How do I remove the inner rod from the rack & pinion (94 integra ls)?

How do I remove the inner rod from the rack & pinion (94 integra ls)?
It looks like the inner rod was locked to the rack, i tried to unscrew counterclockwise but it doesn't seem to come out. Help Please.

did you already remove the tie rod from the hub assembly? the nut is a pain the break but itll break with enough force. took me a while too the first time
