Poor Gas Mileage in a 1994 Accord LX

I have a 1994 Accord LX Coupe 5 speed with 160,000 miles. Lately the gas mileage has been very crappy (18-21 MPG). Keep in mind, I pretty much do city only driving, all stop-and-go traffic. Regardless, I still think this car should be more in the 25 MPG range. Any suggestions? The car is in tip-top shape, regular 3,000 to 5,000 mile oil changes, clean air filter, properly inflated tires...

When was the last time you changed your O2 sensor? When was the last time you had a tune up (new spark plugs, cap and rotor, maybe wires and checked timing)?
