Default b18c4 variable length manifold 'problem' (stock motor)

Hi all, am new to this forum and to hondas......
did a close freind a favour (chaufured him for 18 months cos of a driveing ban) and he gave me a sweet civic aerodeck 1.8vti as a pressie.
the car is stock with a FULL sevice history with no major problems noted in 90k miles.
So, I decided to do a winter service, drained the coolant, refilled and went through the topping up routine with a few of my idiot neighbours looking on.......one of whom had his head under the hood and.......
Drove the car out, clear road ahead so i decided to give it a little wellie, expecting the usual whistleing sound at 4.5k being dround out by the engine hitting the cams......
and it didnt do the whistleing but did go bonkers at 5.5k rpms, so i backed off the gave it the boot with the same lack of induction noise!
this induction noise is so prominent that one passenger asked if it was a turbo conversion.
now, i'm no lame head - i worked with mercedes for 15yrs, built and raced 2stroke engines and although i havent figured out the exact details of the variable length induction, im almost certain that it is in part actuated by a small vacume device on the left had side of the manifold (looking in to the engine bay from the front of the car).
my idiot neighbour totaly denighs haveing touched anything, but it is possible that he might have thought this device was the accelerator and given it a good tweek - and destroyed the membrane?
how do i check this to know if its functioning correctly?
I'm not interested in modding this car,I need hondas stunning reliability as I already own a very tuned pug 309 gti which drops g/boxes almost as fast as i can replace them.
any advice is welcom
