Default timing belt problems

I was removing my timing belt to swap a head, and am reusing it, bcause its brand new. Well i didnt get the lower belt cover off, so i need help...

i cant seem to get the tensioner tight. I loosen the nut 180' and rotate the crank 3 teeth, but my timing belt still has too much play.

so can someone help me tighten this badboy?

im supposed to sell the car today [wednesday] so ill be checking this when i wake up

If it is a single cam take the crank pulley and put it at tdc. put the cam gear so the gear says up an the hash marks are lined up with the head. Put the timing belt on the cam with the slack to the water pump side of the motor. Use a coat hanger and pull up on the tensioner (spring side) tighten tensioner bolt. Rotate motor 3 revs by hand and re-check timing marks on cam and crank gears. if you are good and the front side of the belt is snugg not loose you are good.
