Default Won't shift from park after swap...

95 Civic DX auto, swapped in a D15B with D15B auto trans and a P08 ecu (came with the engine). Everything is working fine, no check engine light, vtec works, car runs fine. Problem is I have to use the key in the shift lock release to get it out of park.

He is what I did so far....
Checked the brake switch = tested fine, brake lights work.
Tested lock solenoids on transmission = test fine and work when given power, even tried the ones off the old trans and it still won't come out of park.
Tested solenoid on the left of the shifter = give power to one side and ground the other and the solenoid works (pulls in).
Tested wires going to solenoid = one has battery voltage, the other nothing. Neither change when the brake is pressed.
The key can only be removed in park so that part of the system is working.

How does this system work and why if the brake switch is working is it not changing voltage at the shift solenoid when the brake is pressed?

Don't want to disable the system as it is not my car. Any help would be great.
