Speedo not working/CEL on my 99 Coupe.
Well after doing some research, I've found that there is a TSB on the VSS on my year Civic coupe. Some have said that corossion builds up in the wiring harness and can be cleaned out. I did that, and I still had the problem. I spent the 120 dollars for a new VSS, put it in the tranny, and STILL no working speedo and a CEL. I'm guessing that with the VSS not working properly there is a CEL on.
Anyone have any suggestions at all?

i have a feeling that the plug is no good. I just went through this same problem 2 weeks ago. I cleaned my plug and it looked good, but i got a new plug and when i compared them side by side there was no comparison.
Solder in the thre wires and tape up the joints nicely and you should be good to go.

when i had to swap the vss on my car, it didnt pick up at first.
i had to put some of that electric grease on the prongs, and it started working just fine.
edit:
also, why dont you try pulling the CEL code to make sure it was the VSS..
my 99 civic si's speedo didnt work one day..
turned out, it was the fuse for the VSS/Alternator.
just something to consider..

The original plug has three wires coming off of it. Blue/white Black/yellow and black.
Go to an auto wrecker and get them to cut you off a new plug. Therefore you will have a plug with three wires coming off of it.
Now cut off your existing plug and solder the three wires from the new plugonto thier corresponding counterparts that are in your engine bay.
I hope this is a bit more clear for you.

Oh and the VSS and plug when together are supposed to be weather tight (water proof).
And in the repair manual it says not to use the electric grease in these connections.
