Daylight Running Lights ONLY - Main Headlight is NOT Working

Daylight Running Lights ONLY - Main Headlight is NOT Working
I purchased a 96 integra. The Daylight Running Light (DRL) is always on. When I turn on the main headlights, the light does not get any brighter. Only brakes and signal lights turn on. Anyone having the same problem? I think it might be the relay box.
I tried changing headlights to SilverStar Ultra but still not bright enough to see the road. HELP ME!!
How can I check before I need to purchase a $69 relay box and find out that isn't the problem.
