Default Is it safe to test ECU fuses with multimeter?

I am having some fuel pump issues and need to test the fuses in the engine bay fuse box. I know it is not safe to use a regular test light as it is not surge protected and can damage the ECU circuitry.

My question is a multimeter safe to use?? Every thing I have read says to use a self-powered test light but can't find one anywhere. So yes have you used a multimeter on any wiring directly connected to the ecu?

If my whole thought process is [freak]ed please let me know as I'm a complete noob when it comes to wiring.

The multimeter would be fine, put the black to ground ie your chassis. Then put the red to each side of the fuse, both should read battery voltage.
