Default TPS adjustment prob - only 0v/3.3v WOT

I ordered a new TPS from streetimports https://honda-tech.com/zerothread?id=2014912, but I can't get the thing adjusted correctly.

At closed throttle, it won't register anything other than 0.00v no matter which way I turn the TPS.

At WOT, the most I can get it to show is 3.3V.

I've tested it with two different Fluke Meters, and two different stock P28 ECU's, with the same readings each time.

Battery voltage is 12.5, and voltage to the TPS is 5V, so those should both be non-issues.

Seems like my new TPS is DOA. Am I missing some sort of trick here?

I took the TPS off and reinstalled it.

Got it adjusted just fine.

I think the first time around I had the arm misaligned.
