Default Chip tuners in Ohio?

Hello, I have a CRX with a fully built, .020" over, d16a6 with a d16z6 head.
I have a t3/t4 turbo, large fmic, 2.5" catback with test pipe in place of cat, dsm 440/450 injectors, walbro fuel pump, 2.5 bar digitech map sensor, and more things that aren't too important. I have a Moates Ostrich that I can tune with turbo edit that I am currently using. I have a wide band setup hooked up also. I also still am non obd. I have a decent tune and the car semi-rips, but it has some shaky tip in/ out of throttle and I'd like to kick my boost up a bit and tune it along with that. Running about 10-11 psi right now. I'm a builder but not so much a hacker. If somebody is interested, I'm serious and I will pay(obviously).

Does dave tune on Turbo-Edit? He's obd-0 not obd-1.
