Default Valve cover painting or powdercoating???

A few questions regarding valve cover painting.

I am debating a custom smooth paint job versus textured powdercoating. I would want to paint or powdercoat my B series VTEC valve cover with an "artistic" rendering of a waving US Flag. It would cover the entire valve cover. I would want to use Honda Milano Red, Honda Championship White, and Spoon blue.

1) Are custom painted valve covers painted the same way that car bodies are painted? Or is there a unique process since valve covers are subject to high engine bay temps?

2) Can you get artistic with the powdercoating process?

3) Who is doing outstanding work in this area.........preferably in SoCal?
