CEL 45 Driving me crazy

Default CEL 45 Driving me crazy

ok here are the car specs
97 honda civic hx
converted from auto to manual
ex tranny, ex intake manifold, ex computer
everything runs fine completyle stock execpt i/h/e

ok here is the problem the car keeps throwing a code 45 fuel system too rich or lean.
I have been thinking that the o2 sensor might be bad but would it be primary or secondary (keep in mind only a code 45 no other o2 sensor codes are being thrown) what else (if any) could be the culprit of this code??? any help would be great!!!!

Also this is not my car and the owner does not want to keep throwing money at the problem Ex. buying both o2 sensors when only one may be bad.

Anybody with this code before your input would be great and BTW might i just say I hate OBD2 lol

If it saying system to rich lean it would mean the primary o2 is bad the secondary does not have anything to do with rich lean conditions its only function it to moniter the cat. If it was the second o2 the code would read catalyst efficiency below threshold.

cool that narrows it down thanks. has anybody's o2 sensor went bad and not thrown the o2 code???? lmk
