Default High NO ppm fail on emission test 91 accord

Hey guys I just did my emission test and I failed on high NO ppm but, the CO and HC are low. What should I do? I already tried cleaning out the EGR valve and, in the process of getting the spark plugs changed. Possibly it's the O2 sensor?

I know the vacuum hose that connects to the EGR..

if you use a vacuum gauge and apply vacuum to it while it is running it should almost stall or completely stall if so then egr ports are not plugged up.on the otehr hand if it does not stall with the vacuum applied them time to drill out the plugs and do some cleaning. but first check that.
