99 accord Change ECU, can I do it by myself??

Default 99 accord Change ECU, can I do it by myself??

hi, guys, long story short. I shorted some metal legs when changing my main relay. Now, my CEL light does not come on when I turn the key to "on". I figured my ECU proberly gone...
is it something I can do by myself or have my mechanic do it. or it's a dealer only job? since I'm afraid they need to program it. I can buy some used one on ebay for 150$, really dont wanna to be ripped off by dealers.

EDIT: it turned out that my ACG fuse blown, change the fuse, I'm back on the road..... thx guys.
