Planing on moving to the phoenix area early next year...just wondering how the Emissions testing works with Swaps? usdm motors and jdm motors cant really find any info specifically related to "swaps" ..Info appreciated! thanks
Arizona is cake to pass compared to Cali. They have drive thru smogs where your done in like 10 mins. All they do is visual check that all hoses required are on, they will look under your hood for that sticker that tells them what hoses you use. Also obviously you they do emissions checked from the tailpipe.

That's not what he's saying. They don't know the difference between engines like the cali ref does (I'm from San Diego). Here I passed visual and tailpipe with my 95 hatch B18c swapped and my 94 coupe B16 swapped. They don't care as long as you have the emissions equipment in the bay and pass the tailpipe emissions.
Actually, you're partially wrong, Jimmy.. If he has an obd2 car (which I assume he does if his signature is correct), then they will not do a tailpipe test on his car, only hook up their computer to his obd2 scan port to make sure it shows that all readiness monitors are good to go.. If he has an obd1 ecu, there is a chance that they will just think their equipment is acting up (since the obd1 ecu does not send data to the obd2 scan port), and they may just pass him anyway..
Either way, its still not as bad as KKKalifornia..

Ahh, just now noticed he has a 99. In that case they will just scan the OBD2 port like Joe said. If you have an OBD1 ECU and they can't communicate with it they'll more than likely run a tailpipe test or pass you along like he mentioned.

thanks for the information
sounds like I should be okay
the car is a 99 civic ex with a 01 jdm itr swap, will it matter if the jdm ecu is in the car or dose it have to be the usdm ecu?

Since the car is technically an OBD2 car, they will not do a tailpipe test at all.. I'd start out by leaving the jdm ecu in it and see what happens.. The test is around $20, and you get a free retest if you fail, so nothing to lose but time..
