Default tps question

i have a built high compression b18a1 in my 91 civic hatch. the car was just recently built and converted to obd1. im throwing code 7, which i found online to be the tps sensor. how could this be considering it is a brand new blox tps sensor to match the blox throttle body and manifold. can anyone help me with this im trying to fix this so i can get tuned.

Test it, make sure you get a constant change in voltage from closed to open and make sure it is adjusted properly

Just make sure the closed voltage is .45 with the ignition on

I always set TPS's according to WOT 4.5v, seen way too many stock cars with anywhere from 0.3v to 0.65v closed throttle from the factory.
