Default clutch will not disengage above 4000rpms

basically if im above 4000rpms and push the clutch in, it wont disengage until the rpms drop below 4000. im not really sure what it could be. i swapped the clutch and that didnt do it, so im thinking master or slave cylindeR? i dont see any leaks from either though

To be sure of leaks, besides checking reservoir, check underneath slave cylinder from under car with much light at the pin holes in rubber to see if they're wet.

To check master cylinder, check behind the clutch pedal for gunky thick fluid or any fluid at all.
