Default WIERD PROBLEM! Calling all Honda Geniuses!

I am working with a 94 Civic EX but I have had this problem with other honda's before and could not figure it out. If I go to start the car right off the bat it won't start. I crank it and crank it and it wont start. So, I check the fuel line and nothing is coming out of it when I crank it. Fuel pump right? Wrong! I come back an hour or so later and it starts right up and runs for ever. So I noticed years ago that if I turn the key to the on position, all the lights on the dash come on, then when I hear the click noise I crank it and it starts almost every time. NOW what the hell is the problem. Like I said before I have had this problem before with other honda's and it always works if I wait for the little click noise before I start it.

Main relay. Should be under the the dash on the left side. Its a grey box that says .. damn i forget the name.

aftermarket fuel pump? my friend installed a 255 in his car and he put in the new pickup bag they supplied instead of the oem honda bag which was alot bigger then the aftermarket bag. now when he gets around a quarter tank the pump will not pick anything up and the car shuts off. you can sit and crank it and it will not fire, but if you leave the car sit for like a half hour it will fire right up. this is just basically a low fuel issue, but the car still has over a quarter tank. dont know if it helps you in any way, but i found that pretty weird on his ef and i thought id share...

Remove main relay, poke at solder points, shake, replace.

you can usually take it apart and re-solder the contacts to
save a few bucks.
