Depends what condition the block is in. Does it have a spun bearing, rod knock, out of round cylinder walls, busted rings, etc. If it needs work or has any damage, try to talk the seller down a bit, if he/she can guarantee it is ready to run as is, that's a pretty good price.
Just for reference, I bought a 97 GSR short block with a spun rod bearing for $150. I bought a used gsr crank, new bearings and rings, cost me $150 in parts, $80 in machine work, and am in the process of assembling it myself. Practically brand new block for under $400.

he says there is nothing wrong with it. He lives around me ive known him for a couple years but ive heard about him and some shady business a couple times i guess ill have to inspect it as best i can.
if everything is together and nothing is wrong the crank should spin very easily. something like 10 ft/lbs (oh yeah bring a torque wrench with you). Im not sure on the exact number for a GSR someone else should know though
i would have him write a agreement if possible saying that the motor is in good shape.
you could use the torque wrench method. and check the cylinder walls for vertical scratches, im sure you could low ball him a bit..

Of course he says there is nothing wrong with it, he's trying to sell it.
Just cause you've known him for a couple years doesn't mean a thing. I've seen brothers rip each other off
