Just bought a hatch w/ b16 some issues need help

My freind just bought a 88 hatch w/ obd1 b16A2 with a pr3-3 head and a gsr ecu and it only revs to 6,200 what could cause this does the gsr ecu have a rev limiter at 6200?

limp mode? maybe needs a reset.

couldnt be in limp mode cause there was no battery on the car when he bought it. The CEL light has been on ever since it was cranked. I have no idea y i has a gsr ecu on it, i kno it passed Dallas emissions with no problem but it has no power like it should..
