Default 96 hatch B16 troubleshooting

ok i am gonna be lazy on this one.....instead of figuring this out myself i am gonna see if anyone could give me a general direction. i have a 96 hatch with a b16a and an ITR ecu....i have the 0bd1-0bdII conversion harness. when i bought i the car i didn't know it had this problem so inspecting it is a bitch. whenever you try to read the ecu for codes on any scan tool...snap on, matco, honda. it will say reading........ERROR. WTF. so we re-pinned out the connectors and tested all the power going to each pin and everyhting is perfect so we tried it again and got the same thing. so i got another itr ecu and same. so i decided to get by buddies LS ecu and it actually read the ecu but it threw a check engine...misfire. so i went and bought a GSR ecu and got the same as the LS. ANY ideas on what this could be? any ideas on ecu that i could use that would bas it for NYS inspection.

any help would be greatly appreciated.

What year B16 do you have?

OBD-1 cannot be read like an OBD-2 Use a B16 ECU instead of an ITR's.
