Upper Hose Hot, Lower Hose Cold

1996 Honda Accord EX F22B1
is that a sign of thermostat going bad? when i'm at idle for 5+ min (operating temp) the radiator fan is not coming on. the fan does work when i jump the switch on the upper radiator hose but does nothing when i jump the switch on the thermostat housing. now what could that be?
-all air bubbles bled, new radiator cap.
-temp rises above middle marker after long drive but doesnt go to red (3/4).
-fan comes on when car is off.

-new thermostat didnt cut it, temp still rises.
-guessing it's either electrical or head gasket now but anyhow...
-just broke my budget and bought $600 worth of OEM parts to fix this damn cooling problem!
-parts include, new rad, new water pump, timing/balancing belts, gaskets, head gasket, etc. let just say....*******!

Try a new thermostat, the other cause could be a plugged up radiator.
It would be useful information to know WHAT YEAR the Accord is.
The thermoswitch in the upper radiator hose line is for post engine run temperature control.
Some years of Accord have a sensor AND a switch at the T-stat housing.

that opens up a lot more.
could have a failed fan motor,blown fuse, failed fan relay, failed fan timer,open in the wiring.are you sure your jumping the correct switch.
