that kept happening to me and i got sick of it so i dried off the area the orings contact the head and thoroughly cleaned the valve cover contact area. then i put a very thin layer of high temp silicone on both surfaces and let them dry for about 5 min placed the orings back in the valve cover and put it on and never had a problem sense hell i think i have had my valve cover off probably 10 times in the last 2 weeks due to the outer gasket but have never had problems with the orings leaking again. i haven't even reaplied the silicone to the head i just left the thin residue that was there after i removed the cover.

sounds to me you are doing a bad sequence on your torquin down the bolts
so hand tight from top center then bottom center and work right top and bottom then move left from center top and bottom then right top and bottom after they are all in start all over and you will see that they are all lose so hand tighten only.
dont over do it cause you will end up with broken bolts

dont remember how many bolts now but follow this sequence

firewall
9 5 1 3 7
10 6 2 4 8
radiator side
hope this helps.....
