does any body know if a bad cat will.......?

hey everybody, i'm wondering if a bad catalytic converter will set a CODE#43?
I have seen other codes pop up with catalyst low effency before, like bank 1 too lean, ( happened on a mazda 626 i worked on, it was OBDII, punched the cat out and the bank 1 too lean code was gone, but the other code was there because it could sense that the cat wasnt doing anything)
i'm tryn to fix a rough idle, and a code 43 but cant figure it out.
i have set idle, 700rpm (its way too rough a 500)
changed the injectors
plugs gapped correctly
new wires
inspected the cap n rotor (relatively new)
ran some seafoam through it
cleaned IACV, FITV
new O2 sensor
pressure regulator is good, and ithink it was like 38 and 40 on fuel pressure.
new fuel filter
good compression within 5 psi of each other
used some brake cleaner to test for vacuum leaks (none)
this is on an 91 TEG GS B18A there is no rear O2 so it cant throw a catalyst low effency code!
It wants to die at idle some what similar to the 626. it wouldnt stay running u had to throttle it to keep it running.
Any body got any ideas

ive been trying to fix this for 2 months now first thing i did was check and fix everything u just recommended, which i stated above had already been done.
what else do it have 2 say?
this all started from the code 43
if u have a CEL u dont start at the brakes!

wow horse of course took his posts off. didnt know you could do that.
I will disconnect the exhaust at the down pipe and see if it helps.
I guess i should have asked if any one has seen other codes that have been set by a clogged cat, such as too rich/lean code? since there cant be a catalyst low effency code.
