Default PCV valve covered in oil??

Is that normal? 95 GSR 142K miles, just got the car, doing a complete tune-up, pulled the PCV valve and it was covered in oil, the part that goes on the inside & the outside. Pretty nasty stuff. That valve ended up being good but im replacing everything for good measure. Anyway's, is it normal for it to be totally covered in oil, even inside the box?

PS-I searched but couldn't find this exact answer. Thanks

Its normal when someone doesnt change their oil enough, start changing your oil more often
