95 GSR CEL 41 (O2 Sensor) Help

Default 95 GSR CEL 41 (O2 Sensor) Help

My car is throwing CEL code 41 which is the O2 sensor, so I put new O2 sensor in. I recent the ECU and started the car, but the check engine light came back on. I can tell my car is running rich from the unburnt gas that you can smell coming out of the exhaust. What else can I do. Should I check and see if my ECU is getting a signal from my O2 sensor, or see if my O2 sensor is getting power? Or should I do something different? And how do I check If my ECU is getting a signal from my O2 sensor? Any input would be nice... and it would be nice getting a little better gas mileage.

I have the exact same code and the same problem! Im thinking it might be the O2 Sensor heater wire??

The heater wire? Is that the wire that goes from the O2 sensor to the ECU?
