Either way you'll need a new belt. That's what I would do, you might be lucky and not have done any damage. That was the case with the LS that I bought. Rather than the belt snapping, the tensioner pulley blew out. I bought the car that way, took the head off and much to my surprise all was good.

that dosent make much since when a belt breaks it usually stops moving, wich would mean that the belt breaking didnt cause the broken teeth, sounds like someting happened interanlly wich caused your cams to come to a stop when your crank was still spinning, if this is the case its not going to be a pretty outcome
really the only thing that would make the cams stop like that is if the valves got raped by the pistons
this exact thing happend to my eclipse gst, thats why i sold it and got a gsr
but before we jump to conculsions, do a compression test, if you have good compression, then you know your safe, but re post all of the psi readings from the cylinders and we can go from there

hey man people are trying to help you out.....no one here can see your motor or knows exactly what happened. Focus on the problem. Your options:
1. Put on a new belt do a compression test, everything ok you are good to go
2. Everything not ok, you will need a new top to your motor and alot of other parts.
That's it, no one can tell you if it will be ok until you do the compression test with a new belt on. Sign off and go wrenchin

When you are replacing the belt, pull the cam shafts and perform a leakdown test. If the valves are bent, you will know.
you arent going to be able to do a compression test without the belt on
i would put a new belt on and try again usually if you werent raping the engine the valves come out okay.usually maybe should be changed to you hope

That is why I suggested a leakdown test with the camshafts removed.

OP never specifiied the engine. B18B, B18C1, B18C5, or swap.

I thought that they all were with the exception of the swap. You could get lucky and have no valve fully extended at the break position.

What numbers? Please tell me that you did not perform a compression test with a broken timing belt.

yeah. that would be in one of the worst things ive seen on h-t. if the timing belt was on, then that sucks bc all your valves are bent, at least on one side.

Honda engines ARE inteference, meaning the pistons CAN hit the valves if the crank or cam shafts spin independently of the other.
Toyota engine are NOT interference engines. Most American engines are not, either. If their belt (or chain) breaks, the engine just dies. The piston at TDC and the valves fully open still won't touch.
