Do I get new springs and shocks or a sway bar first ? Sway bar is lots cheaper, My goal is to eliminate the killer understeer which plagues my Si.

My goal is to cut down/eliminate my Si's understeer. Do springs/shocks do that or do they just cut body roll?? Also, am i correct in assuming that a Neuspeed rear sway will help with my understeer prob??

I don't suppose that the stock si spring/shocks are good enough to leave alone for the moment? Or do they HAVE to come before the sway bar?
Your right. An adjustable rear sway bar will help with your understeer. Also, sway bars help more with body roll than springs/shocks.
Springs and shocks help with:
lowering center of gravity and getting an appropriate rebound and damper setting for your cars application (track, daily driven, etc.) Note: stiffer springs will help help with body roll, but with the loss of a comfortable ride.
No, the springs don't have to come before the rear sway bar. If the understeer is bothering you then go for a thick rear sway bar.
IMO: tires play the biggest role in any suspension system.

One more thing... do i have to worry about tearing the subframe with the neuspeed bar since it's not re-inforced like the Comptech one? And do the bushings need to be replaced every year on Sway-bars or just the Comptech one?
The 19mm might be thick enough. If it is adjustable then you could set it for stiffer or softer depend on how it feels. Unfortunately I don't have any first hand experience.
I wouldn't worry about the reinforcements. For the bushings: I'd just put some teflon tape around the bar and a little grease before I installed the bushing and mount. This should keep it squeak free and prolong the life of the bushing.
