I want to get something for my cousins birthday, he has an 07 Si Coupe. I want to spend under 250, i'm thinking about springs, intake, or an exhaust. What would be the best bet'

Personally, I would start with an intake. They run around $250 and would be his first step toward increasing the power, not to mention the beefer sound the intake will give the engine. Also easier to remove and it is something he can install himself without a lift.
Suspension is nice, but with installation, an alignment and possible end-links, your well past the $250 mark. Also, changing suspension dramatically changes how the car rides, he might not like the stiffer ride a performance suspension offers.

just to add, an Eibach pro-kit won't give a user any loss in comfort, esp on a vehicle with dampers that are in good shape. many times the pro-kit is actually more comfortable than stock because of the progressive variance is so great.
most of the time a pro-kit will need a simple check of alignment, nothing more.
but yeah, a pro-kit, with installation if the person can't do it themselves, and alignment check, can all add up.
bang for the buck though, i think it's the best mod hands down in that low price range for an NA honda.

I agree with built 100%, I rode in my friends SI with the pro and I could barely tell the difference from my stock SI. Way better handling, huge improvement in and out of corners 2 without the back pains
For the OP I would go with what Charged said, intake is the easiest and probably the only thing thats gonna be in your price range and an easy upgrade.
Or I would go with the big CIVIC sticker in The same font as the civic badge, puuuure seeekkkkkssssss
