Correct. It also won't give you the extra illumination you need in situations where you need the high beams.
BAD IDEA.

i do not use my high beams and i want make them my city light so i figure if they are painted it will reduce the amount of light emmited i do not want to pull my headlight houseing off and drill holes in them to mount amber 194 bulbs

It would take LOTS of paint to get a 60W 9005 bulb down to the light output of a 194 wedge bulb, and eventually that paint is going to burn off. Your lights will look more like DRL's than anything.
Take the time to do it right. Don't be lazy and cut corners. Mount 194's in the housing like you're supposed to.

A "city light" is a small bulb that only serves to illuminate the light housing, not put out any actual light.
So what is it that you're wanting?

Well I've had friends paint light bulbs, but it burned off relatively quickly.
You could of course paint it with high-temp paint, but it would do about as good as just taking the bulbs out completely, because it will be opaque paint.
I've never seen a transparent paint that would hold up to direct contact with a light bulb.

another problem with doing that is that halogen bulbs aren't meant to turn on and off repeatedly like a turn signal. That greatly reduces their life.
