Wipers wont turn off????? 95 civic coupe
Car had no battery in there for a while and couple days ago i put a battery in there and the wipers would not stop and they are in the OFF position????????????????????? WTFFF

sounds like a bad switch judging by your description
but if they still go off when the battery is disconnected... you might wanna call a priest... happened to me once ... was scary

Look in the engine bay as well and make sure nothing is grounding our or touching anywhere else... could be backfeeding somewhere
