Default Cold IDLE help!!!!

Hello honda T!
I drive a 99SI Original B16A.

Now the problem is when the engine is cold on a morning;
The idle speed is at about 1100RPM, It should be at least 1500RPM Or More.

I have unplugged the IACV and Turned the IDLE SCREW on the Throttle Body all the way in; The engine doesn't cut off!

What does this indicate?
How can i get the cold start idle back to normal?

is it really a problem? as long as it idles smooth its not worth the hassle to try and figure it out for a measly 400rpms!

a vacuum leak is a possibility...

for starters, pull the IACV off, clean it up with some carb cleaner and make sure it's not stuck or seized up inside.

some things that matter to the ECU at cold idle: reading from the MAP sensor, TPS, engine temp, and a functioning IACV/(fast idle valve if equipped).
